Lynvel has a broad and practical knowledge of meat and poultry slaughter and processing, including inspection methodologies and enforcement.

Lynvel received his B.S. in Animal Health Science from the University of Arizona. He has over 32 years of experience in food safety and federal meat/poultry inspection with the Food Safety and Inspection Service (FSIS) within the United States Department of Agriculture. Lynvel started his career with FSIS in 1986 as a slaughter inspector in Kentucky.

He rose through the ranks holding various positions in the Office of Field Operations (OFO) and Office of Policy and Program Development in both the field and headquarters office in Washington DC, and he obtained extensive knowledge and experience in policy development and interpretation as well as inspection methodologies.

Positions he has held during his career include, processing inspector, Processing Inspection Coordinator, Director of the Technical Service Center in Omaha, NE, and Deputy District Manager and acting District Manager in the Lawrence KS District Office.

He retired from FSIS in Washington DC as a Program Manager in OFO. As a Program Manager, Lynvel was responsible for implementing the Public Health Information System (domestic and export) in the field, responding to appeals submitted by the regulated industry to the Executive Associate for Regulatory Operations and Assistant Administrator for OFO, implementing donning and doffing policy, assisting with enforcement actions within Districts, correlating with Enforcement Investigation and Analysis Officers (EIAO), and various policy initiatives including, New Poultry Inspection System, EIAO work methods, catfish inspection, egg products inspection, and E. coli O157:H7 and Salmonella sampling.

Lynvel has a broad and practical knowledge of meat and poultry slaughter and processing, including inspection methodologies and enforcement. He participated in the development and implementation of the Hazard Analysis Critical Control Point (HACCP)/Sanitation Standard Operating Procedures (SSOP) regulations and participated in the writing of many of the Directives, Notices, and policies that provided guidance and instruction to inspection personnel. Lynvel also provided HACCP and SSOP training to small and very small establishments across the country during the implementation of the HACCP and SSOP regulation.
